THE REGULATORY PARADOX: ASYMMETRIC SIGNAL ATTENUATION UNDER PRIVACY REGULATION IN ADVERSARIAL ADVERTISING ENVIRONMENTS

Abstract

Privacy regulation and adversarial fraud are usually treated as separate problems in digital advertising. This abstract argues they are coupled through a single mechanism: both act on the same signal-to-noise ratio that governs algorithmic learning, but they act on opposite sides of the ratio, and only one side is subject to legal constraint.
