LEVELS OF DEVELOPMENT OF THE DUAL FORM OF EDUCATION IN UKRAINE

Abstract

The article provides a comprehensive analysis of the current state and prospects for the systemic deployment of the dual form of education (DFE) in Ukraine as a strategic tool for the post-war recovery of the national economy. A three-level strategy for DFE development is proposed: at the state (macro), institutional (mezzo), and personal (micro) levels. The study substantiates the necessity of improving the regulatory framework, introducing financial and tax incentives for businesses, legitimizing the status of student-employees, and integrating dual elements into higher education using a sectoral approach. Based on the analysis of practical toolkits from international projects, models for calculating corporate expenditures, educational process schedule adaptation schemes, and mechanisms for psychological and vocational student selection are identified. The emphasis is placed on the importance of prompt responses by state institutions to expert scientific proposals to overcome systemic inertia and transition from "talent consumption" to "talent cultivation" based on lifelong learning principles.
