Abstract

An important feature of a social state is the accessibility of public services that ensure the implementation of the principles of justice and equality. Guaranteed access to services for vulnerable groups, such as persons with disabilities, the elderly, low-income families, single parents, and the unemployed, is not only an administrative but also a human rights issue. It should be emphasized that in a modern state governed by the rule of law, public services are viewed not merely as a form of administrative activity, but as a mechanism for the practical realization of human and civil rights. That is, the state not only establishes legal guarantees for rights but also ensures their implementation through the provision of specific services in the fields of education, healthcare, social protection, civil status acts, entrepreneurship, and others.
