Abstract

In modern conditions, the state of the quality of public service delivery is becoming one of the key indicators for assessing not only the effectiveness of public administration but also the level of implementation of the state's principle of serving the interests of society. In the context of administrative reforms, digitalization, and the implementation of the "serving state" concept, state bodies are viewed not only as executors of government powers but also as providers of public services, which must be systematically evaluated according to the quality standards of government activities. It is also explained by the fact that today the system for evaluating public services is still focused on procedural indicators, in particular, the number of services provided, the state of compliance with deadlines, and the volume of document turnover.
